San Rafael's Community Engagement Action Plan
The City of San Rafael is committed to improving government engagement with the community and transparency. In late 2013, the City Council appointed an ad hoc Council subcommittee to address resident and stakeholder engagement with City issues as well as City government transparency. The subcommittee conducted two surveys and three public meetings to gather information about how people would prefer to engage with the City and perceptions of the City's transparency and outreach efforts. The City has identified the following five primary strategies to improve government engagement and transparency, with suggested action items for each with timeframes and resources required.

"Let these days be over
- where a meeting consists ONLY of a presentation followed by each member of
the public standing up for 2 minutes of:-- comment or asking a question with
no reply or feedback.
All meetings should start with an online presentation on the web at least
one week before the meeting.
During that week the public may make comments or ask questions on a online
FORUM 24/7.
Each forum post may garner replies. Posts and Replies can be voted UP
or DOWN.
Each Post (including its replies) should be allotted a value of "net
UPs minus DOWNs" and sorted where the highest are at the top.
Commissioners and Experts should actively participate in the forum!!!
If there are sufficient posts then Commissioners and designated Experts
should add to a FREQUENTLY ASKED QUESTIONS page, gleaned from the Forum.
Also at sometime -- if there are sufficient posts -- an online meeting using
Webex or GoToMeeting should be considered. |
Demystify Local Government.
Clarify City processes and how to best participate in civic affairs. Better communicate the type of engagement that we are seeking on a given topic and how representative government effectively functions.
Action Items

Use clearer language in naming agenda items and add a

Add a page to the Community Services Newsletter with a message

Support and enhance educational and engagement opportunities such as

Engage Earlier.
Get the word out early to the community on projects and programs, including items on board and commission agendas, to increase participation prior to City Council meetings and decisions.
